The story of the film takes place during a change of power in the 'Laika Kingdom.' The head of the underworld, Song Bang (played by Eric Tsang), wants to clear his name and colludes with officials for bribery, but faces a huge funding shortfall. His right-hand man Zheng Cha (played by An Ji Jie) and the mysteriously identified thug Su Wan (played by Wang Dong Cheng) resort to murder and smuggling, committing crimes to help the 'boss' ascend to power. Just when Song Bang thinks he can reap the benefits, the relationship among the three takes a shocking turn.
