In the sunny coastal resort of California, young men and women are carefree, swimming in the blue sea. They are unaware that a top-secret experiment is taking place here. Dr. Nathan Sands (played by Eric Roberts) from Blue Water Headquarters, along with his daughter Nicole (played by Sara Malakul Lane), has created a half-shark, half-octopus monster, codenamed S-11, with military funding through genetic engineering and other means.
