The story takes place in a future time and space, where the rampant spread of canine flu prompts the mayor (voiced by Kunichi Nomura) to issue a dog exile decree, which sends all dogs in the city to 'Garbage Island,' leaving them to fend for themselves. The mayor's guard dog, Spots (voiced by Liev Schreiber), is among the first affected. Thus, dogs that were once pampered and well-fed at home become stray dogs searching for food in the trash. The leaders on the island are five stray dogs: Chief (voiced by Bryan Cranston), Governor (voiced by Edward Norton), Boss (voiced by Bill Murray), Duke (voiced by Jeff Goldblum), and King (voiced by Bob Balaban), who usually travel together. One day, the mayor's adopted son, Atari (voiced by Koyu Rankin), suddenly lands on the island in a plane, seeking his lifelong friend, Spots.
