The story of Season 23 begins with Ryuuki receiving orders from his superiors to compile the '150-Year History of the Metropolitan Police.' In the 7th year of the Meiji era, the Metropolitan Police was founded by the former Satsuma clan samurai, Toshiaki Kawaji. He established the police organization alongside Interior Minister, Toshimichi Okubo, and took office as the first chief of police (now known as the Commissioner of the National Police). However, later Okubo fell victim to a tragic assassination. Just like the events of that police dawn period, a significant political figure was assassinated! Standing in the way of the special investigation team that began the investigation are the realities of the growing 'wealth gap' in modern Japan, as well as the ambitions and conspiracies of power players in the political arena!? 150 years ago and now—has 'justice' also changed with social changes...!?
