In July 1938, the Central Committee of the Communist Party of China appointed Xiao Hua as commander and political commissar, to form the Eastward Anti-Japanese Advance Corps, arriving in the Ji-Lu border area to establish a base. This area, known for its rich resources and convenient transportation, has long been a crucial military corridor contested by various forces. At that time, the area was plagued by banditry, with numerous armed entities including Nationalist, Communist, Japanese, puppet, and reactionary forces engaged in open and covert struggles. With his keen political insight and unique wisdom, Xiao Hua reorganized our military forces and incorporated irregular armed groups. He led an assault on the Japanese army's stronghold at Dengming Temple, causing the wavering Nationalist county magistrate, Mu Yizhi, to side with the Eighth Route Army, thereby solidifying our military's presence in the region. Subsequently, in the face of a joint siege by Japanese, puppet, and reactionary forces, he once again unexpectedly attacked Dengming Temple, winning over the reactionary military leader Gao Shuxun as an ally. As the situation evolved and the needs of the war became apparent, Xiao Hua ultimately led his forces to capture Dengming Temple, establishing the famous anti-Japanese base in the Ji-Lu border area.
